There are nine members of the Commission drawn from a range of
employee, employer and academic backgrounds. All the Commissioners
serve in an individual capacity and not as representatives of the
organisations for which they work. The Commission is chaired by David Norgrove.

David's career began at the Treasury, where he started as an economist. His time there included two years
on secondment to the First National Bank of Chicago, and he was Private Secretary to Prime Minister Margaret Thatcher from
1985 to 1988. He joined Marks & Spencer in 1988, holding various positions before being appointed to the board in 2000.
Whilst at Marks & Spencer, he was chair of the pension fund trustees from 2000 until his retirement in 2004. David is Deputy
Chairman of the British Museum and is on the Finance Committee for Amnesty International UK. He chaired the Pensions
Regulator from 2005 to 2010. He became chair of the Low Pay Commission on 1 May 2009.

Susan Anderson worked in retail management before joining the CBI. She was appointed Director of Human Resources
Policy in June 2000 before moving to become Director, Public Services and Skills in July 2008; she is now a consultant to the CBI
on employment issues. Susan is a member of ACAS Council.

Kay Carberry is Assistant General Secretary of the TUC,
having previously been the first head of the TUC’s Equal Rights Department,
set up in 1988. She is responsible for the TUC’s internal management,
including finance, human resources and planning. She also oversees work on a
number of public policy issues, including pensions, equality and skills.
During her career at the TUC Kay has worked across a range of policy areas and
has served on a number of government advisory bodies on equality, education,
training and employment. She was a member of the Women and Work Commission and a
Commissioner of the Equal Opportunities Commission, and the Equality and Human Rights
Commission. She was appointed to the Low Pay Commission in 2012. Kay is a Trustee of
the People’s History Museum. Kay was awarded the CBE in 2007 for services to
employment relations.

Managing Director of D5 Consultancy Ltd which he founded in 2005 having spent thirty years in the chemicals
industry in the UK and Ireland. He is a Lay Magistrate, a member of the NI National Appeal Panel, and a member of the CAFRE
Loughry College Academic Board. He was formerly a member of the Small Business Council, a non-executive director with the
Northern Health & Social Services Board, and a member of the NI Civic Forum.

Professor of Economics and Director of the Health Economics Research Unit at the
University of Aberdeen. He has been a visiting Professor at Universities in the USA, Australia and
Europe including Cornell, New York, Stanford and Wisconsin, in the USA and Universita Cattolica, Milan,
Italy. He is a Fellow of the Royal Society of Edinburgh.

He is one of the Editors of the Economic Journal. He has been a visiting

Technology. He is an elected Fellow of the British Academy.
